Inġ. Fredrick Azzopardi is the Group Chief Executive Officer of JCL Holdings, a market leader in the food manufacturing, food services and healthcare sectors through several companies, including The Food Factory.
A mechanical engineer with extensive top management and transformational leadership experience, Inġ. Azzopardi joined JCL Holdings in 2022 following several headship posts with major private and public sector organisations in Malta.
In 2018, Ing. Azzopardi was tasked with the establishment of Infrastructure Malta, the national agency entrusted with an ambitious upgrade of Malta’s maritime and road infrastructure. He led the agency as it implemented a €475 million capex programme in three years, including critical infrastructure projects such as the €70 million Marsa multi-level junction, a TEN-T upgrade of the busiest road of the Maltese road network, and the €55 million green project to introduce shore-to-ship electricity at the Grand Harbour, the country’s principal cruise and merchant port.
As the chief executive officer and executive chairman of the Water Services Corporation and Enemalta plc between 2013 and 2018, he directed senior management teams to achieve challenging objectives. At Enemalta plc, Malta’s national electricity service provider, Inġ. Azzopardi launched and implemented a three-year re-organisation of the Company to attain financial turnaround, registering multi-million profits after years of losses, while augmenting quality of service to its customers. Major cost savings, an increase in revenue collection and record annual reduction in non-technical losses were registered within less than two years.
Inġ. Azzopardi also draws upon previous professional and entrepreneurial experiences gained through his previous roles of Senior Engineer and Chief Engineer at the Works Division of the Ministry for Transport and Infrastructure, as well as the Head of the Coordinating Unit of the Ministry for Public Works and Construction. He is also specialised in other engineering fields, including fire safety engineering, energy management, and health and safety management.
